Experiencia Profesional

  • Licenciado en Relaciones Internacionales por la Academia Diplomática del Perú. Posee estudios en ciencias económicas y administrativas en la Universidad de la República Oriental del Uruguay, así como estudios de doctorado en ciencias políticas en la Universidad del Salvador en Argentina. Diplomático de carrera con 42 años de servicio, se ha desempeñado como Representante Permanente ante la Organización de los Estados Americanos (OEA), Embajador del Perú en Brasil y Embajador del Perú en Argentina, Coordinador Nacional del Perú en el Grupo de Río, así como miembro de la delegación del Perú en las negociaciones fronterizas con Ecuador 1997-1998. Asimismo, ha ejercido el cargo de Jefe de Gabinete de la Secretaría General de la Organización de los Estados Americanos en dos ocasiones, de 1989 a 1994 y de 2011 a 2015. Del 5 de abril de 2018 al 21 de abril de 2019, se desempeñó como Viceministro de Relaciones Exteriores. Desde el 22 de abril de 2019 es Embajador del Perú en los Estados Unidos y Coordinador del Grupo de Lima.

Professional Experience

  • Degree in International Relations from the Diplomatic Academy of Peru. He has studies in Economic and Administrative Sciences at the Universidad de la República Oriental del Uruguay, as well as doctorate studies in Political Sciences at the Universidad del Salvador in Argentina. A career diplomat with 42 years of service, he has served as permanent representative to the Organization of American States (OAS), Peru's ambassador to Brazil and Argentina, Peru's national coordinator in the Rio Group, as well as a member of Peru's delegation in border negotiations with Ecuador from 1997-1998. He has also served as chief of staff of the General Secretariat of the Organization of American States on two occasions, from 1989 to 1994 and 2011 to 2015. From April 5, 2018, to April 21, 2019, he served as Vice Minister of Foreign Affairs. Since April 22, 2019, he is Ambassador of Peru to the United States and Coordinator of the Lima Group.
